Why it matters

Counting bullying incidents does not tell a school whether the peer culture is changing.

Bullying is not an isolated event; it is what a peer culture permits. Upstander measures the harm and the protection as one system, so a school can see whether peers interrupt, whether adults are trusted, and whether reporting is believed to work.

About the system

Harm and protection,
read as one system.

Learners answer seven domains on a 30-school-day recall window. Three describe risk; four describe the protection around it, so a school never reads a bullying figure without the bystander, adult and reporting context beside it.

  • Three risk domains: victimisation, bullying behaviour, cyberbullying
  • Four protective domains: bystander, teacher protection, climate, help-seeking
  • Item order randomised on every administration, with domain mapping held server-side
  • Three protective items reverse-coded so a healthy-sounding answer cannot inflate a domain

How it works

A clear, structured process

One annual census, designed so learners can answer honestly, read at class and grade level.

  1. 1

    Annual census

Learners answer seven domains on a five-point frequency scale, with a 30-school-day recall window.

  2. 2

    Order randomised

Items are shuffled on every administration so a learner cannot recognise which block is asking what.

  3. 3

    Domains scored

Scores are calculated from the hidden mapping table, with reverse-coded items corrected first.

  4. 4

    Banded by class and grade

Risk and protective domains are banded together, so a low bystander score sits next to the harm it permits.

  5. 5

    Curriculum runs

The paired belonging curriculum carries the same domains into Tier-1 advisory delivery.

Why it's different

Built to shift a culture, not to label a child.

Bullying and belonging, not bullying alone

Risk and protective domains are held in one instrument, because a school that only counts harm has no way of knowing whether its culture is getting safer.

The item order is randomised

Domain mapping lives in the backend, never in the survey order, and reverse-coded items are distributed through the set. Honesty collapses the moment a learner recognises the structure.

The bystander is the lever

The design goal is a measurable move in what a peer does next: interrupt, comfort, report, or look away. The paired curriculum is written to that goal.

It screens culture, not individuals

Results are read at class and grade level. Upstander does not name a bully or a victim, and a disclosure belongs in Care, not in a screen.

What schools gain

What changes when belonging is measured with the harm.

Risk and protective domains banded side by side at class and grade level
A read on whether peers interrupt bullying or look away
Evidence of whether learners believe reporting is private and worth doing
Teacher protection measured as learners actually experience it
A paired Tier-1 belonging curriculum written to the same domains
Year-on-year movement in the peer culture, not just an incident count

Signature feature

The item order is randomised on every administration.

Domain mapping is held in the backend, never in the survey order, and no two consecutive items come from the same domain where the sequence allows it. Reverse-coded items are distributed randomly through the set. A learner reading down the page cannot work out which block is asking about them being bullied and which is asking about them bullying.

That matters because the honesty of a bullying screen collapses the moment the learner recognises the structure. Domain scores are calculated from the hidden mapping table, so randomisation costs nothing in reporting.

Paired curriculum

A paired belonging curriculum for Tier-1 delivery, written to the same domains.

  • Tier-1 delivery in advisory or life-orientation time, written to the same seven domains
  • Sequenced so a class reads its own profile and then works the domain that is thinnest
  • Bystander skill practice: what to say, who to tell, and how to follow up safely
